It will do but it will run slowly – there will not be enough time to load the graphics at this speed. Put it in and try – it could end up being very frustrating though. Also if the drive is this slow other parts of the PC may not be up to the right standard – meaning a very bad experience with the game.
You dont need the dvd drive once you have installed the game, the only reason that it states that you need a 32x DVD drive is that the install is pretty huge, from memory something like 20GB’s. Transfering that on a 16x drive is going to be slower (obviously) but once you have finished that, and assuming that the other specs on your system are up to scratch (hopefully far exceeding ) you will be able to play the game independent of the speed of your drive.
Flight Sim X is one of the most performace hungry games you can buy at the moment, so unless you are planning on playing it at low frame rates, and low graphics quality then you will need an extremely high end computer. If you dont have a high end computer maybe try and pick up a copy of flight sim 2004 Century of flight, still an awesome game and will run a whole lot better on a lower end system
